Interesting that you left the meeting with Banedon out of the solution. Did experiencing it mean there'd be no way of avoiding a tougher-than-15 CS fight?
Given the imbalance in the Combat Results Table, I'd say that a lower starting CS still has a decent chance. Even a CS 11 character has a 60% chance of inflicting more damage than the Giak/Doomwolf combo every round.
My own preferred route through this book back when I played through books 1-12, restarting at section 1 of FftD every time I failed, regardless of how far I'd got, involved several more fights, including the CS 20 Gourgaz. One of these days I should scan the notepad page on which I wrote my 'solution'.
ETA: Book 2 is going to be a bit of a headache because of the random encounter early on the sea voyage. That bit's why I never got very far with a solution for any book other than the first.

Exactly why I gave up trying to make the solution.After continuing recently I have completed that part of the adventure(thankfully). Also,to answer your first question,it is impossible to avoid at least one fight if you meet Banedon,and (I think) you would still have to go through the caravan encounter,so my route is still probably the safest. About the Combat imbalance,I thought about it and decided to change it.Thanks!

I apologise for the delay.It is mainly because I have...exams now.Also,I have changed a few layouts and recommended stats(thanks to greenspine). With CS 10 you would still have slightly more than 50 percent chance to win the fight.

I know this solution has been left hanging for a long time.A really long time.So I'll just close off the solution of book 2 with a few notes.
Book 2 is really linear, so it doesn't take a genius to complete it.One notable difference in my solution though is to fight Halvorc instead of Parsion.He is way easier to defeat and although you get less coins, they are practically useless in the last part of the book anyway.
So solution 3 next...It will definitely be a tough one to crack because of its many routes.Till we meet again!

Killing an innocent man for expediency's sake is not the sort of thing a Kai should do. If you're avoiding the more dangerous combats, your solution might not work for the Mongoose reissue of FotW, as things have been changed so that you have to fight a certain Helghast. Success is impossible without the Magic Spear you can take from the wounded Helghast. You don't get to meet the Noodnics unless you give the Spear to Rhygar, so the only ways through the Tarnalin Tunnel are to give Rhygar the Spear and use Animal Kinship on the Noodnics, or keep the Spear and fight another Helghast.

I remember the first time I got that far in Fire on the Water I was convinced it was the warrior woman (Viveka?). I promptly got my ass kicked. Looking back, I don't know how I didn't realise it was Parsion.
